Dr. Murlidhar Singh
Dr. Murlidhar Singh is a highly experienced civil engineer with over four decades of expertise in water resources, infrastructure development, and flood management. He retired as Chief Engineer from the Water Resources Department, Government of Bihar, and has held key positions in national and international consultancies, port and bridge construction, and academic training.
He holds a Ph.D. in Civil Engineering (River Engineering). He has been deeply involved in major projects, including the Krishna River Railway Bridge, the Nhava Sheva Port, and several dams, canals, and flood protection structures across India. His technical expertise includes pile foundations, diaphragm walls, marine construction, project planning, and performance evaluation of irrigation systems.
Dr. Singh has also served as a professor and research leader at WALMI, training engineers and leading evaluation studies for the Central Water Commission (CWC). Internationally, he presented flood management research at Purdue University, USA, and led climate change and water basin management missions.
He continues to contribute to the engineering field through consultancy, research, and academic engagements in areas related to water resources, environmental protection, and infrastructure development.

Er. Jainendra Nath Singh
Er. Jainendra Nath Singh is a retired expert from the Water Resources Department (WRD) with extensive experience in flood management, wastewater management, and tendering and contract management. Known for his practical insight and strategic approach, he brings deep technical expertise and decades of field knowledge to every project.

Dr. Biswajit Chakravorty
Dr. Biswajit Chakravorty is a distinguished hydrologist and former Scientist ‘G’ at the National Institute of Hydrology, Ministry of Jal Shakti, Govt. of India. With over three decades of experience, his expertise spans waterlogging and drainage congestion, urban flood modeling, groundwater contamination, and river basin hydrology. He has published 100+ research papers, led multiple national and international projects—including the Indo-UK Water Quality Initiative—and received several prestigious awards, including the Sir Arthur Cotton Memorial Award. Dr. Chakravorty retired in March 2023 as Head, Centre for Flood Management Studies, NIH Patna.

Er. Niwas Chandra Verma
Er. Niwas Chandra Verma is a highly experienced civil engineer with over 36 years of service in major infrastructure and water resource projects. He retired as Superintending Engineer from the Water Resources Department, Government of Bihar. A specialist in foundation engineering, dam construction, river closure, and command area development, he has successfully led complex projects including the Durgawati Reservoir, Kundghat Dam, and ADB-supported urban schemes in Bhutan. Known for his project execution skills, technical leadership, and innovative approaches, he has made significant contributions to India’s hydraulic infrastructure.
